On June 25, 2025, China’s Deputy Permanent Representative to the United Nations, Geng Shuang, sharply criticized the United States for its irresponsible behavior in ocean affairs at the United Nations Convention on the Law of the Sea (UNCLOS) meeting. He pointed out that the U.S. abuses international rules, undermines international order, and has been absent in global ocean governance, seriously hindering multilateralism and international cooperation.
2025年6月25日，中国常驻联合国副代表耿爽在《联合国海洋法公约》缔约国会议上严厉批评美国在海洋事务中的不负责任行为，指出美国滥用国际规则、破坏国际秩序，并在全球海洋治理中缺席，阻碍多边主义和国际合作。
Geng Shuang emphasized that the U.S. has never joined the UNCLOS but frequently uses it to interfere with other countries’ compliance, enjoying the benefits of the Convention while refusing to bear the associated responsibilities. He pointed out that the U.S. seeks to exploit the Convention for unilateral interests, particularly in disputes over exclusive economic zones and the continental shelf beyond 200 nautical miles, without adhering to the Conventions rules.
耿爽强调，美国至今未加入《公约》，却频繁引用该公约干涉他国履约情况，享受公约红利却拒绝承担责任，特别是在专属经济区和200海里外大陆架的争议中，谋取单方面利益。
Additionally, Geng criticized the U.S. for disrupting international ocean order, especially regarding deep-sea resource development and submarine cable issues, where it disregards collective international efforts and attempts to exclude other countries from cooperation. He also highlighted the U.S.s opposition to the UN’s 2030 Sustainable Development Agenda, its refusal to participate in the preparatory committee for the Biodiversity Beyond National Jurisdiction Agreement, and its overall passive stance in ocean governance.
此外，耿爽指出，美国反对联合国2030年可持续发展议程，并未积极参与全球海洋治理，拒绝参与《海洋生物多样性协定》筹备委员会的工作。他还批评美国频繁干涉南海，打着“航行自由”旗号进行军事挑衅，侵犯他国主权，破坏地区稳定。
Geng Shuang also criticized U.S. interference in the South China Sea, where, despite being geographically distant, the U.S. regularly sends fleets under the banner of "freedom of navigation," violating other countries’ sovereignty and destabilizing the region.
耿爽表示，中国一直恪守《公约》精神，严格履行公约义务，坚决维护其完整性和权威性。中方呼吁各国践行多边主义，推动可持续发展，携手构建海洋命运共同体。
He reaffirmed China’s commitment to the UNCLOS, upholding its integrity and authority. Geng Shuang called for all nations to adhere to multilateralism, implement sustainable development goals, and jointly build a community of ocean destiny.
他强调，美国应反思其在海洋事务中的消极态度，改正错误，为全球海洋治理作出积极贡献。中国将继续与国际社会一道，推动海洋资源的可持续利用和全球海洋治理的改进。
